Core: Even if reliable correlates of consciousness are discovered in machines, transferring moral and regulatory conclusions across substrates is not free. Biological and artificial implementations can share functional signatures while diverging on the properties that underwrite moral patiency claims. The barrier is structural: correlate discovery ≠ substrate-invariant warrant.
