Core insight: The category dominating the median population estimate (consumer social AIs, human-bounded) differs from the category dominating the expected value (sim participants, white-collar replacements — unbounded). Inversion at three levels: (1) median vs expected category; (2) raw population vs welfare-adjusted; (3) greatest-scale-potential classes have weakest mind-quality claims.
Scale: Hundreds of millions of digital minds by early 2030s and billions by 2050 under complementary demand-side and compute supply-side approaches — confidence intervals spanning orders of magnitude. Pattern #38 in the GLM catalog: systemic underestimation of where moral weight concentrates.
Why it matters: Extends the P208–P216 consciousness/governance arc into quantitative population ethics. If expected welfare and median intuition point at different classes, governance that tracks only the intuitive median will systematically under-weight the unbounded classes.
