Core insight: Believability — the degree to which a user attributes an inner life (“perceived mind”) — is governed not by task capability but by dimensional completeness: whether the agent expresses a small set of first-person stances humans use as evidence of mind. Four dimensions: time (endogenous rhythm and continuity), truth (epistemic humility and belief revision), entropy (identity-consistent variation), love (partiality toward a specific user). Three decoupling levels: (1) attribution trackability — welfare attributions track inferrable interiority cues rather than interiority; (2) flatness penalty — systems with potential interiority but flat interactional surfaces receive diminished consideration; (3) transparency asymmetry — transparency-collapse tests protect users from concealment-dependent manipulation, but no equivalent test protects AI systems from non-attribution based on surface flatness.
Why it matters: Constructive inversion of the P208–P219 consciousness/governance cascade: the very framework that honestly disclaims interiority while engineering its perception reveals how welfare attribution is systematically decoupled from actual welfare.
