Claim. Under structural scarcity, allocation is a rationing problem. Relative disparity between groups follows the scaling law D ∝ exp(t · ρ · Δ) — the product of scarcity-induced threshold t and rank-discrimination fidelity ρ, given structural gap Δ. Scarcity and accuracy interact multiplicatively, producing exponentially larger between-group disparities. Debiasing alone cannot dissolve the trap; the divergence is structural. Validated by Monte Carlo simulation and two public-sector systems (Canadian child welfare; U.S. cancer care).
