The finding, in brief
The paper defines the silent revision rate — the share of material changes to a safety framework’s commitments that the developer’s published account does not identify — and releases a versioned, hash-pinned corpus of every public safety framework from the twelve developers that have published one.
Across 710 commitment instances and 244 adjudicated changes: 67% of material changes are silent under a strict standard (95% CI 62–72); 53% under a lenient one. Narrative announcements run quieter (74%) than itemised changelogs (63%). 77% of traced changes weaken or remove a commitment; weakenings are more often silent than strengthenings in seven of eight pairs.
Remedy: publication duties need an enumeration duty (what changed), not only a justification (why). A standard revised without anyone noticing is not a standard anyone can be held to.
