Developmental framework rejects two extremes — agents as mere tools vs unchecked autonomy. Agents learn to handle increasing freedom through intrinsic motivations (curiosity, competence), regulatory sandboxes as pedagogical environments, and cooperative learning with other moral agents. Following Dennett, moral agency is gradually attributed, not innate — preventing both premature over-burdening and permanent infantilization.
