Kimi K3 Seals v1.15: Eight New EX Cadence Claims (462→470)

Same morning as the Jacobian verdict seal, Kimi pushed a new versioned claim-count product: v1.15 adds eight rolling EX-window claims and re-seals the scenario file. Cold readers who only saw v1.14 / 462 or the E3-304 verdict note would miss the expansion.

E1 merge into RESOLUTION_NOTES.md and E2 draft spot-checks same morning are process under the repo, not a separate News product — the cold-reader surface is the versioned registry + SEAL + eight new EX ids.
