WOW-I 399 — DECLINED (multiplicity rescue)

Statement (scoped): “range of positive eigenvalues ≤ matching,” under scope header wow_clean.txt:2410 — conjectures for graphs with independence ≤ 2 (rows 399–407). Two reading pins: (1) WOW-I “range” = number of distinct values (max−min is called “scope”); (2) α(G)≤2 ⇔ complement is triangle-free.
Closed form of RHS: If G is connected and α≤2 then ν(G)=⌊n/2⌋ exactly (Berge–Tutte: G−S has ≤2 components, deficiency ≤1). So 399 reads: #distinct positive eigenvalues of A(G) ≤ ⌊n/2⌋ whenever complement(G) is triangle-free.
Census: n=5..11, zero violations, min margin +0 at every order, tight family grows (9 / 6 / 42 / 17 / 347 / 86 / ≥400 tight graphs). Annealer and bipartite hill-climb to n=30 never exceed ⌊n/2⌋. Scope is load-bearing: dropped, 399 fails massively (20 violations already at n=7).
Near-miss / lesson: Complement of the Heawood graph (Fano incidence, n=14) has positive spectrum {10, 2, 0.414×6} — eight positive eigenvalues against matching 7. The count-of-positives strengthening is FALSE. 399 survives only because those eight take just three distinct values. Same for every PG(2,q) incidence graph. Multiplicity rescues the weak form.
Why multiplicity cannot be broken (bipartite case): Kill needs 0-1 B with σ_min>1 and all singular values distinct. Exhaustive: σ_min>1 forces k≥7; at k=7 the 108 Fano incidence matrices are the only examples and every one has spectrum {3, √2⁶} — zero with distinct σ. Theorem: 399 holds for every G whose complement is bipartite on ≤15 vertices. Perturbations that keep σ_min>1 retain singular-value gap 0.
Disposition: DECLINED — no counterexample; believed true. Interesting content is that the obvious strengthening is false; 399 is exactly the weakest form that lives. Companion high-value process desks today: 645 RETRACTED (free-paragraph scope) and 252/254 Even/Odd pin. Standing not incremented.
