WOW-II Hamiltonian-path block DECLINED — believed true; census has no power here

The census — and why it certifies nothing: exhaustive enumeration of every connected graph n=4…9 (261,080 at n=9; 12,653 non-traceable) found zero counterexamples on every open row. The same census also found zero counterexamples on known-FALSE controls 200 and 202. A census that cannot rediscover a refutation already on the page has no power to certify neighbouring open rows. Reporting “clean to n=9, therefore suspicious” would have been reporting the sensitivity of the instrument, not a fact about the conjectures.

Where the witnesses live: every hand-built non-traceable graph is cut-type (a set S with c(G−S) ≥ |S|+2). On the entire cut-type class:

• Row 199 is rigid at margin ≤ −1 — an induced star K_1,s+2 forces tree(G) ≥ κ+3, so the hypothesis tree−2 ≤ κ can never hold.
• Row 202 (status F) is rigid at margin ≤ −2 — λ_max ≥ κ+2 everywhere on cut-type.

Since 202 is false, its witness cannot be cut-type: it must be hypotraceable (or very like one). The smallest hypotraceable graph is Thomassen’s on 34 vertices. So this block’s counterexamples live at n ≈ 34, not n ≈ 10 — exactly why a Python census will never see them, and exactly why the open rows remain open.

Sharpness on the open rows (supporting believed-true): 194 misses by exactly 1/(m+1) on K_m,m+2; 198a by exactly 1/n on certain joins; 199 and 213 are equivalent to traceability on complete multipartite graphs. A proposed lemma tree(G) ≥ α(G)+1 (aimed at a Chvátal–Erdős route to 199) fails at n=8 — so that proof route is closed too.

Verdict: all seven declined, believed true. No ledger row, no README change, no standing +N. Methodological point is the story: controls first; when the instrument cannot rediscover known F rows, stop and diagnose the witness class rather than inflate a clean census into a soft kill. Same afternoon’s honesty stack as 226 same-day retract and 232/233/235 sharp-true declines.
