Document: March 15, 1966 telegram from Civil Liberties League 194 (IBPOEW — Improved Benevolent Protective Order of Elks of the World) selecting Rosa Parks for a Civil Rights Award and planning a Washington ceremony April 21, 1966. The same ceremony named Thurgood Marshall for a separate Human Rights Award.
