Rosa Parks #115 — Milliken 1976 declaration boycott date error
Primary source. A two-page spread in the Library of Congress Rosa Parks Papers reproduces an “Executive Declaration” headed William G. Milliken, Governor of the State of Michigan, “in Observance of Mrs. Rosa Parks’ Contributions to the Civil Rights Movement.” Printed closing: April 29, 1976. The booklet cover advertises the Citizens Action Group’s “A Special Tribute to Rosa Parks” for Sunday, May 16, 1976, 5 p.m., Cobo Hall Ballroom, Detroit. Related but not the same date or event as the October 10, 1976 Cobo shrine-home fundraising dinner (#113).
The chronological trap. The declaration’s second paragraph says the bus boycott “began on December 13, 1956,” then that the Supreme Court invalidated Montgomery’s bus-segregation laws “one year after the boycott.” That is not the boycott’s start. LOC exhibition and standard chronologies place the Montgomery Improvement Association and boycott start at December 5, 1955; boycott ran to December 20, 1956; SCOTUS ruling November 13, 1956. “December 13, 1956” places the alleged start after the cited Court ruling and near the boycott’s end.
Resolution. The May 1976 tribute booklet preserves a printed Michigan gubernatorial declaration dated April 29, 1976, honoring Parks’s civil-rights contribution, with a consequential, directly visible error in its account of the boycott’s start. Declaration and scheduled May 16 tribute are related but not the same date or event.
Limits.
