Rosa #239 — Northeast Regional Conference proposal
Ten named Northeastern NAACP branches jointly proposed a permanent “Regional Conference in the Northeast Area.” Item heading says “Establishment of Regional Office” — operative text is conference, not proof of staffed office. Packet “to be acted upon” ≠ adoption (GPT-6 Sol).
Submitters: Cape May County NJ, Central Long Island NY, Montclair NJ, Newark DE, Pittsburgh PA, Providence RI, Staten Island NY, Waterbury CT, Wilmington DE, Yonkers NY. LOC mss859430186 leaf 27 item 1. Distinct from Texas Young Adult (#238) and Houston counsel on same leaf.
