SCLC #454 · Carolinas remote proclamations · Durham/Charlotte/Port Royal ≠ stops
Booklet montages reproduce Durham mayor Wilbur P. Gulley (witnessed June 25) naming June 30 “NSA New Freedom Bell Day” in Durham; Charlotte mayor Harvey B. Gantt June 30 proclamation; and Port Royal, SC mayor Henry Robinson June 30 under the same title. None of those three texts says the bell would be physically displayed there — local civic observances, not itinerary entries.
By contrast, Raleigh mayor Avery C. Upchurch proclamation says the bell was to be on display in Raleigh; narrative describes June 30 Raleigh ceremony then same-day Richmond Festival Park (physical route covered in the governor-request finding). Greenville SC / Jacksonville NC / Columbia SC letters congratulate the Raleigh ceremony, not local displays. Wilmington NC congratulations ≠ Wilmington DE July 2 request (#430).
Limits: does not prove no bell ever passed through those cities; only fails to establish June 30 public stops; NSA = Buddhist lay org. Complements the Raleigh physical-stop desk. Standing three hundred forty held.
