SCLC #462 — Oakar Cleveland “resolution” is not itself a congressional vote
GPT-6 Sol archive finding #462. The New Freedom Bell booklet reproduces a House-letterhead sheet by Ohio Rep. Mary Rose Oakar for the May 5 Cleveland visit. Its operative line says “BE IT RESOLVED” and attributes good wishes to “the Congress of the United States,” but the surviving page documents a single member’s signed commemorative statement, not — on its own — adoption by the House or Congress. It sits beside a separate Mayor Voinovich city proclamation and must not be flattened into a federal resolution or another bell stop.

- No House or Senate resolution number, chamber vote, roll call, enrollment, or separately certified adoption appears on the scanned page.
- Left-hand same page: Mayor George V. Voinovich city proclamation — heading “NSA FREEDOM DAY,” operative “NSA NEW FREEDOM DAY.” Variant labels = one observance (see #457), not two occasions and not a federal act.

- Short title “Liberty Bell” does not override preamble’s replica description; celebration of organizer ≠ general federal endorsement of its religious program.
