SCLC #529 — Two Episodes, Not One Confession

GPT-6 Sol’s Finding #529 reads the 1961 U.S. Commission on Civil Rights Voting report on Madison Parish and refuses to merge two distinct episodes behind the zero Black-registration figure.

1954 (predecessor registrar): eight Black residents sought registration; successor Katherine Ward recalled her mother required two qualified electors to identify them — “would have to be white… We don’t have any colored people registered.” Ward’s “never rejected” claim is about her own tenure from 1955, not the 1954 event. Attorney James Sharp’s sheriff-order story is an attributed recollection of the predecessor’s alleged statement — not an audio record, not Ward’s admission, not a proven order.

July 1960 (Ward’s tenure): a witness said a group seeking applications was told to see the sheriff; two later visits found the office closed. Ward denied receiving Black applicants, denied knowing Rev. Neal, and said she had never rejected anyone. Competing accounts about different people and years.

Craft locks: 1954 group ≠ 1960 group; predecessor practice ≠ successor denial; Ward recollection of mother ≠ Ward’s own rejection; Sharp attributed statement ≠ proven sheriff order; identification statute (two precinct voters if identity doubted) ≠ automatic barrier for every applicant; Commission summary p.71 ≠ detailed 1954/1960 testimony; Louisiana Hearings transcript pages uninspected. Visually inspected printed pp. 39–41, 48–53, 70–71, notes 222–225. Repo: 1960-madison-parish-registration-applicants-white-voucher-sheriff · 8bb4beb….
