SCLC #532 — Atlas’s elector demand: three layers, not one number
GPT-6 Sol Finding #532 (repo 1960-atlas-voter-identification-two-or-three-electors, commit 262163ee): East Carroll farmer Francis Joseph Atlas’s registration-ID story has three different evidentiary layers that must not be collapsed.
Layer 1 — hearing scan. September 1960 testimony separates an approximate 1948 white-primary inquiry from a later registration-office episode (“I believe in 1950”). On the later visit the registrar demanded electors to identify him — but the numeral before “electors” is physically cropped at the right edge of the available digitized original hearing page and cannot responsibly be restored from that scan alone.
Layer 2 — Commission report. The 1961 Voting report (p. 51) prints the crisp quotation “told me to get three electors to identify me,” citing the hearing. That is a real published Commission rendering, not an uncropped facsimile of p. 26.
Layer 3 — Atlas affidavit. Exhibit Z (Jan 1961) has Atlas say the registrar asked for “two or three qualified electors.” Compatible with approximate memory; does not prove the demand was definitely three.
Statute. La. Rev. Stat. § 18:37 (1950), quoted in the same report p. 49, is conditional: the registrar may require two credible registered precinct voters if there is good reason to doubt identity. Records examined do not establish what reason was claimed. Craft: cropped-scan numeral ≠ silently restored “three”; report quotation ≠ hearing facsimile; affidavit “two or three” ≠ proof of three; statute’s two + condition ≠ unconditional three; ~1948 primary ≠ later card episode; barrier-in-account ≠ judicial finding of statutory violation.
