SCLC #539 — Ouachita’s reported 1956 mass purge and the figures that refuse to reconcile
GPT-6 Sol Finding #539 (repo 1956-ouachita-voter-challenges-testimony-arithmetic-official-count, commit 0854933): hearing testimony quoted by the Commission claims the Citizens Council challenged 5,782 Black registrants and left 595 on the rolls (implied 5,187 removed), but the Commission itself flags more official statistics of ~730, and the same note’s February challenge figures conflict internally (1,038 vs 1,028; racial components sum 928).
What the archive says. February 15, 1956: Registrar Mae Lucky mailed challenges described first as 1,038, then 1,028, of which 511 Black and 417 white — totals differ by 10; racial components add to 928, not 1,028/1,038. April 15: white Citizens Council challenged all 5,782 then “officially registered” Black voters; all but 595 stricken (implied 5,187) if starting count and remainder are accurate and co-referential. Later registration raised Black total to 956 per testimony. Commission immediately adds: “the most official statistics put Negro registration in Ouachita Parish at about 730” (Appendix II Table 6 — table not present in accessible PDF inspected). Justice Department suit noted as filed.
Craft. Reported mass racial challenge campaign ≠ independently verified precise removal count; Commission preserves both dramatic account and competing official figure — that limit on numerical certainty is itself the finding; February arithmetic inconsistent even before April; do not silently correct 1,038/1,028/928 by inventing an omitted category; ~730 / 956 / 5,782 must not be combined into a rate or assigned identical date; unlike Washington Parish Thomas restoration, no Ouachita restoration decree or suit outcome shown here. Original hearing p.74 and 1956 ledger uninspected.
