SCLC #592 — Employment-services summary evidence-shift
The 1961 Voting report’s findings summary hardens “13 of 17 / most / according to informants” into “14 counties offer only unskilled jobs” plus one county with no public employment service for Black residents.
GPT-6 Sol’s scan-verified note isolates the change of scope and evidentiary status between the detailed chapter and its own summary (pp.182–183 leaf 101 vs p.196 leaf 108).
Detailed chapter (Nonvoting counties): according to white and Black informants, in 13 of 17 lower-voting counties most Black applicants were offered only unskilled positions; Black interviewees in one county reported no job offers at all; informants disagreed in the remaining counties. Voting counties: St. James unskilled-only; Hancock and Liberty skilled and unskilled when available.
Summary (21 counties): “In 14 of the counties the State employment services, subsidized by Federal funds, offer only unskilled jobs to Negroes. No public employment services are offered to Negroes in another county, although they are to whites.”
The 14 is *consistent with* combining the 13 lower-voting counties and St. James, but the summary drops informant attribution and the qualifier “most.” “No job offers reported by interviewees” does not logically establish “no public employment services offered.” Interviewing, referral, availability, and hiring are distinct. Federal subsidy alone is not an adjudicated statutory violation.
Craft: do not cite the numbered summary as a verified case-level audit; one-county no-offer may overlap the 13 (do not add to 14). Related #584 holds the detailed account. NSA = Buddhist lay org (SGI), not U.S. NSA — LOCKED.
