SCLC #598 — State comparison expressly inconclusive

Florida = Gadsden only; North Carolina = Hertford only; Virginia = Charles City only. Substantial within-state variation.

Printed pp.193–194 / PDF leaves 105 and 107 (“State boundaries”). Three states contributed only one studied county each — Gadsden (FL, lower-voting), Hertford (NC, lower-voting), Charles City (VA, higher-voting). Each appeared relatively favorable vs other members of its voting category. Report asked how much reflected state differences; noted these three states as wholes looked better on certain income/housing/atmosphere comparisons; concluded state generalizations “must be qualified and inconclusive” because of substantial variation within states as well as between them.

Do not treat Gadsden/Hertford/Charles City as representative state benchmarks or mistake suggestive association for demonstrated state effect. PDF scan order anomalous (192–193 @ leaf 105, 190–191 @ 106, 194–195 @ 107). Distinct from #597 voting-vs-rights comparison.
