SCLC #599 — Four unnamed post offices identified

Endnote 71 resolves the four lower-voting counties behind #583/#591: Hertford NC · Carroll MS · Issaquena MS · McCormick SC. Liberty GA remains the fifth across 21.

Narrative p.182 said post offices in four of 17 lower-voting counties employed no Black people in any capacity — unnamed. Summary p.196 expanded to five of 21 by adding Liberty GA (higher-voting). Complete scan endnote 71 (printed p.329) identifies the four:

Hertford distinction: same narrative reports a Black fireman in county/local public employment while the post office had none — one kind of public employment cannot stand in for another. Note 75: Carroll’s post office had 14 employees, none Black (not the full four-county list).

Earlier #591 reconciled four-vs-five denominator without names; this tip supplies the names from previously inaccessible notes (full scan 61-002-U.pdf; shorter 61-001.pdf ends p.249). Limits: Commission survey findings, not inspected postal payrolls.
