SCLC #601 — 1950 majority; 1960 minority in two voting counties
Liberty GA 61.2%→42.4%; St. James LA 50.3%→49.3%. Limits contemporaneous-majority reading of the four higher-voting counties.
The Commission called Black-majority population the “constant” in its 21-county voting comparison. Complete census appendix shows two of four higher-voting comparison counties had slipped below 50% nonwhite by 1960:
- Liberty County, Georgia — 61.2% → 42.4%
- St. James Parish, Louisiana — 50.3% → 49.3%
Both still qualified under the 1950 selection baseline. This limits a contemporaneous-majority interpretation of the voting-county contrast; it is not proof of causation for registration differences. Distinct from #597 (voting≠desegregation) and #590 (Hancock–Fayette income).
