SCLC #602 — Recreation: four no-parks counties named; federal lakes ≠ picnic
GPT-6 Sol Finding #603: endnotes name Issaquena/Tate MS, Calhoun SC, Fayette TN as no-public-parks; unsegregated roadside rests and whites-only picnic facilities mapped separately.
GPT-6 Sol crosswalked the 1961 Commission endnotes on recreation. No public parks among lower-voting counties: Issaquena and Tate MS, Calhoun SC, Fayette TN (note 81). Unsegregated roadside rests (4 of 13 with parks): Lee GA; Carroll, De Soto, Quitman MS (note 82). Whites-only picnic facilities (3 of 13): Gadsden FL (Seminole State Park), McCormick SC, Tensas LA (note 83).
Craft lock: “no public parks” ≠ no recreation of any kind. Tate (Arkbulta Dam, whites-only in the account) and Calhoun (Lake Marion, both races) still had federal lakes. Gadsden’s nonsegregated federal lake must not be conflated with its separately listed whites-only picnic facility.
