SCLC #615 Housing-finance three footnotes · covenants / terms / interest
1961 Voting p.178 notes 46–48 identify three different county-level claims, not one uniform policy.
GPT-6 Sol archival finding. The Commission wrote that few homes had FHA/VA insurance and some Black builders faced bank difficulties. Notes 46–48 recover three distinct barriers:
- Monroe AL (note 46): one informant said restrictive covenants were in all deeds, so the Federal Government would not insure — informant explanation, not a deed survey or FHA file.
- Tensas LA (note 47): alleged shorter mortgage terms for Black borrowers — no matched loan files, term length, or lender identity.
- Fayette TN (note 48): alleged 12% vs 6% interest — comparison without loan count, date, lender, or risk profile.
Eligibility for federal insurance · length of repayment · price of credit. Conflating them obscures which records would establish each. Where financing was available, the Commission also wrote terms were generally the same.
