1961 Voting prints different 1960 nonwhite registration % in Black Belt summary Table 3 and Appendix III Table 2:

Leflore MS: 0.9% vs 1.2% — unexplained
Quitman MS: 5.6% vs 7.7% — unexplained
Charles City VA: 31.7% vs 36.6% — appendix footnote preserves competing counts 674 (state board) vs 780 (field reps); both compatible with ~2,129 voting-age nonwhites under one-decimal rounding

Baseline-year trap: Appendix III column header says “1958,” but footnote 1 states Mississippi figures are for 1955, not 1958. A Mississippi 1958-to-1960 change cannot be asserted on this evidence.
