SCLC #719 · 1867–1868 Seneca/Shawnee/Quapaw war claims · awards → Congress report
Signed Art XII proposed up to $35k Seneca, $25k Shawnee, and $30k Quapaw war-loss awards after a ≤2-person commission. Senate amendment deleted the award-and-payment machinery and all three caps, substituting a report to Congress. The investigative commission survived. Proposed $90k package became an inquiry pathway, not a ratified appropriation. Actual reports or later payments unverified.
