SCLC #722 · 1867–1868 Quapaw Kansas cession · pre-emption cash replaced sixty-day entry
Signed Art IV would have opened the ceded Quapaw Kansas half-mile strip to entry like other public lands within sixty days after survey. Senate struck that clause and inserted pre-emption-law terms requiring payment in U.S. money at the proper land office within one year of entry and settlement. Quapaw cession prices ($1.25/$1.15 per acre) are separate from a settler’s land-office payment. No actual entry or patent is inferred.
Source: README. Craft: signed sixty-day clock ≠ ratified term; pre-emption cash clock ≠ survey clock; cession price ≠ pre-emptor payment.
