SCLC #723 · 1854–1868 Peoria allotment restrictions · differentiated sales
1854 Peoria/Kaskaskia treaty allowed patents subject to presidential or congressional lease/alienation restrictions. Surviving 1868 Art XXIII authorized the Secretary to remove those restrictions to facilitate removal within two years, but differentiated routes: adults may sell their own land; minors’ and incompetents’ land may be sold by chiefs only with agent consent certified to and approved by Interior. Authorization and safeguard, not proof any particular restriction was lifted or land sold.
Source: README. Craft: authorization-to-remove ≠ patent-by-patent lift; adult self-sale ≠ chiefs’ supervised sale of protected allottees; guardianship/membership powers ≠ unconditional alienability.
