SCLC #744 — Tonawanda 1883 school payment is not proof the manual-labor school opened
New York’s superintendent recorded $882.85 paid for the “Tonawanda reservation” in the Indian-schools account for FY Oct 1, 1882–Sep 30, 1883. This is a reservation payment in the ordinary ledger, not an identified payment to operate the proposed Tonawanda manual-labor/boarding school.
In September 1884, federal New York agent W. Peacock admitted he visited only Cattaraugus and Allegany — not Tonawanda — and received reports from only 22 of 31 state-supervised schools. His silence on the Tonawanda building cannot establish opening, closure, or demolition.
Craft held: appropriation≠payment≠deed≠operating school; payment-line≠named institution; agent non-visit≠building fate; statewide attendance totals≠Tonawanda-only. Prior: #738 furnished-unopened · #739 idle-decaying · #742–#743 day schools distinct.
