Archive finding #357: a handwritten Institute sheet headed “Charter School” envisions a Rosa and Raymond Parks Academy for Self Development with self-paced academics, technology, and life-skills education for youth and parents.

Limits held: Academy text is undated (same sheet carries 1997 Pathways lines); does not prove a charter, opening, enrollment, budget, or Parks’s authorship. Curriculum proposal ≠ operating school. Distinct from Pathways travel ambitions on the same leaf (#356).
