SCLC #337 Citizen education three-horizon draft, 1971

What the record shows

• Source: four-page triple-spaced citizen working paper, Dec 1971 (LOC mss859430216 images 0026–0029), initials “J.E.G. - 12/9/71.”
• Explicit disclaimer: “This is a citizen compiled working paper. It is not a position paper for the Detroit Planning Division at this time.”
• Three horizons: (1) short — student transport as immediate, possibly temporary tool; (2) medium 1–2 years — statewide tax reform / equalized school finance; (3) long 5+ years — low/moderate-income housing across suburban areas.
• Procedure: Dec 9 minutes accept motion to submit for Division review/written comments — review ≠ adoption. Complements #333.
• Craft: draft ≠ Division position; review motion ≠ policy; transport framed as tool not permanent sole remedy; Parks roster presence only.
