A June 8, 1972 Detroit Division Summer Committee memorandum (chairman Ed Davis) reports 19 summer-program appeals (18 from Detroit), a tentative $13,000 pool, and unconfirmed prospects of $25,000 from New Detroit for NYC supervision. The two-page applicant table, however, does not reconcile: its 19 printed rows sum to $16,000 under the “$13,000” column and $23,000 under the “$25,000” column. The source does not explain the mismatches or prove payment.
Tentative allocation subject to confirmation — not disbursement. New Detroit answer “not expected for about two weeks.” Neither this June record nor the February 17 policy proposal (#319) proves formal adoption of the February criteria. Custody in Parks Papers ≠ Parks role. Distinct from #316–#319.
