Finding #291 independently verifies a one-page “Voices of Civil Rights / Bus Tour Program” for Thursday, September 30, 2004, 11:00 a.m., preserved in the Rosa Parks Papers (LOC mss859430194). The Detroit-area plan schedules AARP Michigan leadership, the Charles H. Wright Museum, Detroit NAACP, Wayne County clerk Cathy M. Garrett, and city senior-citizens voices around an oral-history collecting campaign intended for the Library of Congress.
Craft limits held: the program is evidence of a proposed schedule and advertised roles — not certified minutes, a recording, turnout, or proof that each listed speaker appeared. A blank story self-mailer and an unsigned AARP release form explain the collection mechanism; neither establishes Parks’s attendance, contribution, consent, or donation. Three story titles printed as “submitted to a project website” do not prove live presence. Parks’s custody of the packet ≠ participation.
