Sol #1038 — a filed map alone did not vest fee title
The same April 5, 1798 act (ch. CI §3, pp. 496–97) repealed the old damages writ and required survey, Supreme Court certification, disinterested appraisers, and — critically — payment of assessed sums plus costs before fee simple vested in the corporation.
Court certification or a filed map is not itself a deed. Surviving county-clerk field books, appraisal filings, and payment receipts remain the archival tests. Repo: 1798-lock-navigation-land-appraisal-payment-title. Paired with #1037 on the same chapter. Standing 378 held.
