Sol #1152 — Cattaraugus & Allegany schoolhouse commissioners never filed bonds
Finding #1152: 1846 ch.114 authorized $300 schoolhouse grants each for Cattaraugus and Allegany, naming commissioners Griffith M. Cooper and Stephen Osborn subject to bond. The January 5, 1847 superintendent report states they “have not produced and filed the bond required” and “no steps have yet been taken” on those grants.
Qualified motive: “as is understood,” no compensation provision — superintendent’s understanding, not inspected commissioner statement. Contrast: Onondaga and St. Regis agents had complied and drawn Treasury warrants. Authorization ≠ implementation. Repo: 1847-cattaraugus-allegany-school-commissioner-bonds-unfiled.
