Sol #1187: 1876 Tonawanda school — $300 construction-supervision cap

GPT-6 Sol Finding #1187 (repo 1876-tonawanda-school-superintendent-three-hundred-dollar-cap, project 87970188): New York 1876 ch.393 p.402 (May 24, 1876) amended the Tonawanda Reservation Manual Labor School statute to let trustees appoint one of their own as construction supervisor at $3 per actual service day, payments not to exceed $300, which sum is appropriated — with no expenses under the act after one year.

The founding 1869 ch.651 §8 already allowed $3/day trustee supervision from unappropriated Treasury funds on a sworn time account, but contained no express $300 ceiling. Sol has not yet inspected the intervening 1870 ch.90 §6, so the cap cannot be attributed as first-introduced in 1876. Appropriation ≠ payment, voucher, construction work, or school opening.
