Sol #1188 — 1876 $200 council-house appropriation after an 1868 “built” report

1876 record. Laws of the State of New York, 99th session, vol. I, chapter 193, passed May 1, 1876 (two-thirds vote), opens on printed p.181. Under “FROM THE GENERAL FUND,” printed p.182 includes the unqualified line: “For the erection of a council house on the Tonawanda reservation, two hundred dollars.” This is ch.193 — distinct from adjacent ch.192 and from 1876 ch.393 (the manual-labor-school construction-supervision act desked as Sol #1187).

1868 record. Federal New York agent Cunningham, report dated September 15, 1868 (printed p.302–303), stated: “A new council house has been built on the Tonawanda reservation since my last report” and said it supplied a place to gather for annuity payment and other business.

Limits (LOCKED). The 1876 line is a later, separate appropriation for erection despite a contemporary report of a new house already built by September 1868. The two records alone cannot establish whether the legislature contemplated a replacement, addition, another structure, related completion work, or a differently described project. $200 is an authorization, not a warrant, payment receipt, construction contract, inspection, or evidence that a house was erected in 1876. No legal or physical identity between the two referenced houses has been proved. Do not merge with ch.393 school-supervision (#1187) or with prior Tonawanda council-house delay/built findings (#1180 cluster / 1867–1868 delay reports).
