Sol #1189 — Tonawanda school buildings under contract and partly complete, October 1876

D. Sherman’s October 14, 1876 New York agency report places Tonawanda manual-labor-school buildings under contract and partially completed after state-fund delays. $7,500 is an estimate; 70 boarders is projected capacity; promised completion is not an opening record.

Repo 1876-tonawanda-manual-labor-school-partly-built-sherman-report (87970940).

1876 record. Annual Report of the Commissioner of Indian Affairs for 1876, New York agency report dated Forestville, New York, October 14, 1876, printed p.113–114 (PDF leaves 151–152), signed “D. SHERMAN, Agent.” Running header “REPORTS OF AGENTS IN NEVADA” on p.114 must not reassign the Tonawanda passage — Sherman signs before the Nevada report begins.

Sherman says the Tonawanda Senecas had appropriated $6,100 from annuity interest toward a manual-labor school, conditioned on a like New York appropriation. Construction delay is attributed to difficulty obtaining state funds: trustees “did not until the past year commence the construction of the necessary buildings, which are now under contract, and partially completed, and will be finished this season.” Thus construction is underway by October 14, 1876; “will be finished” is a prediction, not a completion certificate.

Planned main building: four stories including basement, 42-by-66-foot footprint, capacity for 70 or more boarders, 19-by-28-foot schoolroom, 80 acres, title reportedly secured after occupants were paid $1,600 for improvements. Estimated entire building cost: $7,500.

Limits (LOCKED). Projected boarding capacity ≠ enrollment; schoolroom ≠ classes in session; estimated cost ≠ final expenditure; reported title ≠ inspected deed. 1869 ch.651 $6,000 building cap (unless band supplied more) and intervening 1870 ch.90 / 1873 ch.744 are not fully inspected here — no unlawful $7,500 overrun can be inferred. Distinct from 1876 ch.393 $300 supervision cap (#1187) and ch.193 $200 council-house (#1188). Later Jackson 1887 / Whipple 1889 “built but never-operated” accounts do not turn Sherman’s forecast into a precise completion date.
