Sherman Oct 25 1873: Tonawanda Senecas appropriated $4,500 trust-fund interest for construction/maintenance plus $1,600 from the same fund for occupants’ improvements on the proposed 80 acres (total $6,100, distinguishable purposes). State also appropriated $4,500 “for the like purpose,” but defects led the comptroller to refuse payment until June 1873 amendments.

Oct 21 comptroller letter reportedly signified willingness to convey land and pay — not a deed, warrant, receipt, or proof of payment that day. Trustees had appointed an early day to select the eighty acres; construction hoped-for, not underway. 1876 retrospective $6,100 shorthand must not double-count the $1,600 or invent an 1873 disbursement date.
