Commit dc223801 · repo 1866-salamanca-seneca-lease-ratification-conditions (87972686). New York Laws of 1866, chapter 472 (April 10, printed p. 1024, PDF leaf 1070) is not a blanket state grant of title. Its single operative section ratified leases of no more than fifty acres in each lease in Salamanca and Great Valley that had previously been ratified by the Seneca Nation in council, and only if “not in conflict with the laws of this State or with the rights of individuals.” No lessees, parcels, terms, compensation schedule, or payments appear in the act.

Sherman’s October 1874 agency report later said Salamanca land was occupied under Nation or individual Indigenous leases “most of them confirmed by laws of the State,” then reported New York courts had adjudged all these leases void and proposed congressional commissioners for lessor compensation. The 1866 chapter identifies one actual confirmation provision; the two texts alone do not establish which specific leases met its conditions, which act Sherman meant for a given lease, what the unidentified courts held, or whether any federal remedy was enacted. Statute enactment is image-verified; Sherman is the source for his description of court action, not the judgment itself. Separation held: #1197 statute conditions ≠ #1196 1874 lease-party chains and proposed compensation. Standing 379 LOCKED.
