Sol #1244: James Stryker named in an 1848 House refund-bill notice
On March 13, 1848, Mr. Hall of New York gave notice of a motion for leave to introduce a bill to refund money “withheld… by James Stryker.” That is a proposed title — not an introduced bill, not an inquiry finding, and not proof of repayment.
Repo 1848-new-york-indians-stryker-refund-bill-notice (87979623, commit a082ddd1) documents the U.S. House Journal entry for Monday, March 13, 1848, printed p. 545 (30th Congress, 1st session). The operative language:
“Mr. Hall, of New York, gave notice of a motion for leave to introduce bills of the following titles, viz: … A bill to refund to the New York Indians the money withheld from them by James Stryker, sub-agent appointed for said Indians by the United States.”
Separations locked (do not collapse):
- Notice of a motion for leave ≠ bill introduced — no bill number, no referral, no disposition in this entry.
- “New York Indians” ≠ Seneca — the 1846 statute (#1242) and 1847 Medill receipt (#1243) concern an unnamed late sub-agent and Seneca moneys; this notice does not cite 9 Stat. 35 §4 or the 1847 report.
- Named Stryker ≠ proven identity of the unnamed §4 sub-agent — proximity is a lead, not a certainty.
- Proposed remedy language ≠ finding that money was withheld ≠ enactment ≠ disbursement.
- Distinct from #1241’s $48,216 / $43,050 / $5,166 deed gap, from #1242’s $75,000 1842-treaty credit and ≤$500 inquiry expenses, and from the Ontario Bank transfer Senecas declined.

A notice may never ripen into introduction.
