Sol #1245: Hall’s Seneca refund amendment — proposed, then withdrawn

On March 22, 1848 the Congressional Globe records Hall tying a proposed refund expressly to the 1846 sub-agent inquiry, then withdrawing it because the commissioner’s report was said to be in the Senate. Location talk ≠ report contents ≠ appropriation ≠ payment.

Repo 1848-seneca-refund-amendment-withdrawn-senate-report (87979879, commit 3b3431d7) documents the Congressional Globe, 30th Cong., 1st sess., House proceedings of Wednesday, March 22, 1848, printed pp. 525–526.

Hall proposed adding a refund to an Indian appropriation bill after the “Senecas of New York” item. The text cited §4 of the June 27, 1846 act (9 Stat. 35), proposed a sum printed as 40,000 (currency mark indistinct in the scan), and directed the Secretary of War to ascertain amount and interest “from the report of the commissioner appointed under said 4th section, and all other means in his power.” Disposition:

“Mr. HALL, upon a suggestion made by Mr. McKAY, withdrew his amendment, under the expectation that it would be made in the Senate, (where was the commissioner’s report,) or that it should be made the subject of a bill in the House.”
