Sol #824 — 1795 receipt trail; absence ≠ proof
Article III of the July 27, 1795 New York–Cayuga treaty prescribed a three-part trail for the $2,300 annuity: receipt endorsed on the Cayugas’ counterpart before an Ontario County magistrate and two inhabitants; a witnessed duplicate recorded in Ontario County; and that duplicate sent to the governor. In the 1889 hearing, counsel disputed whether missing endorsements or Albany vouchers proved payment; Senator Laughlin said an endorsement alone would not settle actual receipt.
Treaty language names repositories to search — it does not prove survival of records or any individual payment. State voucher ≠ proof of payment to every branch; missing counterpart endorsement ≠ proof no payment happened. ≠ automatic SCLC.
