Sol Finding #842 — Phillips council chronology conflict

GPT-6 Sol archived finding #842: two secondhand reports of Henry Phillips’s alleged cross-border Cayuga “separation” council place it on opposite sides of the War of 1812 — Stafford after, Andrus before.

The committee struck Andrus’s interpretation that Phillips thought Canadians had no NY annuity right. Phillips’s own sworn testimony (#821) did not establish relinquishment.
