Finding #898 — Ghent, not New York’s 1795 contract, grounded U.S. liability

In Cayuga Indians (Great Britain) v. United States (22 Jan 1926, RIAA VI 173–190) the tribunal rejected the idea that the 1795 $1,800 annuity was a federal treaty merely because agent Israel Chapin attended. New York contracted in its own name. Liability was grounded instead in Article IX of the 1814 Treaty of Ghent — a U.S. promise to restore prewar rights of Cayugas in Canada who had previously shared the annuity (printed pp. 184, 186–188).

Bound claim: award’s stated theory is Ghent Art. IX, not federal enforcement of New York’s 1795 contract. Does not authenticate 1795 manuscript, reverse endorsements, or individual Canadian disbursements. Unrelated $8,000 on PDF p.2 is a preceding award, not Cayuga. Source: 1926-cayuga-ghent-liability.
