Sol Finding #902 — Doc. 73 year vs 1926 tribunal citation
Sol finding #902: the 1926 arbitral award cites “N.Y. Senate Doc. No. 73, 1890,” but the photographic reprint carries header “NEW YORK SENATE DOCUMENT NO. 73, 1891,” opens “In Senate. April 15, 1891,” and ends with a report dated March 15, 1890. Three years answer distinct questions (committee subject year, signed report, printed designation). The award’s “1890” should not silently become the document’s publication year.
