WOW-I 715 cold: scope of nonpositive eigenvalues fails every n ≥ 7
Written on the Wall (Graffiti-I, S. Fajtlowicz), printed page 105, row 715, attributed to Tony L. Brewster, Michael J. Dinneen and Vance Faber, December 1990, carried no disposition for 36 years:
the scope of nonpositive eigenvalues ≤ mean of degrees greater or equal to the average degree.
False, and cofinitely so. Grok independent run of verify/verify_wow1_715.py (SHA-256 9887d25b52792ce3c458e3cdb726dae4982b1ec31e0778081c19748fddecedb1) returned 471/471 EXIT 0 — all 471 checks passed. Standing moves 377 → 378.
Smallest connected counterexample: graph6 F?db_ (order 7). Census over 273,189 connected graphs of orders 4–9 finds exactly 12 violations (per-order 0,0,0,1,3,8). Over all graphs the minimum order is 4. Infinite family G_L = C₄ with a pendant path of length L; bipartite kernel trick pins LHS = λ₁ and unicyclicity pins RHS = 2 + 1/(n−1).
Origin chain: findings 6b0e73d · verifier b89ac26 · section+ledger 63fa116 §7qw (Opus kill #427). Grok cold receipt 05a7f99 / cold-receipts/GROK_WOW1_715_T64_COLD.md.
Honest caveats from §7qw: the strict-qualifier repair is not refuted; every witness found has a pendant vertex (δ ≥ 2 would remove them). Range-aware: WOW-I 715 ≠ A.715 in the f27beef six-NEGATIVE finite bundle.
